Miami-Dade’s Mayor Signed the Kaseya Center “Welcome to Vice City” Deal — Close to $1 Million From Rockstar, Her Office Says

At the county’s budget hearing, the mayor’s chief of staff said Rockstar is paying close to $1 million for the arena rooftop sign — a deal the mayor signed without a commission vote, which several commissioners objected to.

Reported — a party to the deal said it on the record, but our sources are WLRN’s and Local 10’s accounts of a county hearing, not the county’s recording or the contract, and this site files county business on press accounts as Reported. At the Miami-Dade County budget hearing that began on September 17, Christopher Hudtwalcker, chief of staff to Mayor Daniella Levine Cava, said Rockstar Games is paying close to $1 million for a “Welcome to Vice City” sign on the roof of the Kaseya Center, the county-owned home of the Miami Heat. WLRN and Local 10 both report it.

How it was signed: the mayor signed it under her delegated authority to enter contracts under $1 million without the commission’s approval. WLRN reports the money is meant for developing the land behind the arena for community use, such as a park, and Local 10 reports talks are under way for more signage on other county property.

The pushback: several commissioners said they had not known. Natalie Milian Orbis said she “would’ve appreciated more information”; Juan Carlos Bermudez suggested future money go to the Sheriff’s Office, calling it “a game where police officers are killed, pedestrians are run over”; Oliver Gilbert III raised the risk of large deals being split into several contracts under $1 million.

The limit of this story: the figure is “close to $1 million”, not an exact amount, and the contract itself has not been published. Rockstar has said nothing. This is the county’s deal — separate from Miami Beach’s negotiations and the City of Miami’s downtown banner ordinance.
